Joseph Earls – Co-Founder & Director
Joseph Earls co-founded Dean’s House Foundation after experiencing housing insecurity following his medical retirement from the military.
His personal journey through homelessness and recovery, combined with a family history of addiction, shaped his commitment to helping others.
He founded the organization to give back and offer a hand up to people facing housing instability and substance use challenges.
Under his leadership, Dean’s House Foundation has expanded access to safe housing, promoted personal accountability, supported employment readiness, and fostering recovery.
Joseph believes everyone deserves a safe place to grow, heal, and rebuild.
Stephanie Earls – Co-Founder & Director
Stephanie Earls co-founded Dean’s House Foundation to honor the memory of her father, Dean, and to help individuals break the cycle of addiction and housing insecurity.
Her family’s history with substance use fuels her passion for recovery-focused housing rooted in dignity, accountability, and structure.
Stephanie holds a bachelor’s degree in Organizational Leadership from the University of Louisville.
She brings over a decade of experience as a real estate investor and saw firsthand the lack of clean, well-operated recovery homes. Dean’s House Foundation was created to help fill that gap.
Stephanie focuses on developing systems that support long-term recovery, stable housing, and pathways to independence.

Frank Candelario and Sherri Candelario
Sherri Candelario, Ph.D. received her degree from the University of Washington Medical School and authored several pioneering research papers on signaling in the brain and MAT. She is the founding patent counsel for numerous biotech companies that have gone public or mergers.
Frank Candelario had a long career in international marketing and branding. He is a real estate broker and investor. Together they use housing to change lives
In 2015, the Candelarios saw the need to set a national standard for sober homes. They saw first-hand how a lack of standards and substandard housing providers harmed people in recovery. Unregulated sober homes have been around for 50 years. They said “we can do better”.
Frank and Sherri own several million dollars of single-family homes in Seattle where they have housed more than 500 people over the past six years as founders of Kate’s House Foundation.

Angela Fodor
Angela Fodor is the daughter of Dean, the namesake of Dean’s House Foundation. Her involvement is both personal and professional, driven by a deep commitment to honoring his memory through service and advocacy.
She found her passion for protecting lives, helping others, and making a positive impact while serving in the United States Coast Guard.
After leaving the military, Angela continued her education, graduating Magna Cum Laude from Keiser University in February 2023 with a bachelor’s degree in Criminal Justice. She went on to earn her master’s degree in Criminal Justice in June 2024.
Her primary focus is criminal justice reform, with an emphasis on correctional system improvements and rehabilitation. She is a strong advocate for fair, effective systems that support reentry and reduce recidivism.
Angela brings a justice-centered perspective to Dean’s House Foundation, helping shape approaches that create real, lasting change for individuals rebuilding their lives.
